Email when file has synced from Onedrive/Cloud Services to WP Download

I want to send out the automatic email once the file in the onedrive has synced with WP Download, as I would like the email to go out but I don't wont to manually upload the file via the backend as multiple people will be uploading files and I want to limit access to who can access the backend.
