Dropfiles or Droppics uploads

Does Dropfiles or Droppics allow people to drag and drop images in addition to Selecting via the explorer on the front end? For example, if I want to run a picture contest, people can either do the usual Select and find images, OR can simply drag and drop them.
If so, can this be controlled via ACL? For example a user must be registered.
