Can we do those things with WP File Download ?

In your case, you should create categories and assign visibility for specific users. Similarly to the upload feature, you can then put tags on the files.
Afterwards, you can filter the tags using the WP File Download Search engine on the frontend.

I need to know if we can connect a cloud for storage ? My hosting will be to small and I will have to subscribe a storage cloud to host my files.

If yes, witch cloud are compatible with WP File Download ?

Is there a way to deliver files into WP File Download via email?
I don't think you have an email connector as such but I see the plugin 'Postie' take mails from an inbox and creates posts of a chosen content type.
My wish is that a user who has to scan lots of documents can use a document scanner to scan/email the files so they arrive into the wordpress site and that they can then file / describe them appropriately with WP File Download for other people to access.
I note that Dropbox allows you to attach an email to a folder although dropbox force the name on this folder and I don't know if your plugin when it integrates with dropbox would allow this folder to be targeted specifically?
I really want the plugin to work together with one of these options to do what I need, if I bought it and I can't do the above on my own resourceful self, can I get I refund or better still is there a way I can demo the plugin to determine if this will work well for me?

We have an email notifications feature to notify email to admin/users currently.
Once you connect successfully with a cloud platform, you can set notify email for cloud folders in WP File Download plugin.
